Odisha Gridco seeks bulk price hike

According to reports, state-owned bulk power supplier Gridco on Friday pleaded before the Odisha Electricity Regulatory Commission (OERC) to hike bulk supply price (BSP), the rate at which it sells power to distribution companies (discoms), by 40% from the next financial year.

Attending an OERC hearing on tariff hike proposal, Gridco sought increase in the BSP from Rs 2.70 per unit to Rs 3.78 from April 1. If BSP goes up, distribution companies may pass on the costs to customers.

The Gridco proposed to procure 26,221.42 million units of electricity from different sources such as thermal and hydro power stations and renewable energy sources at a cost of Rs 6,837.67 crore to meet the electricity demand of the state during 2013-14. The bulk power supplier has projected to procure this power from various sources at a pool price of Rs 2.60 per unit which is 10% higher than the procurement price of Rs 2.36, approved by the commission in the current financial year. The Gridco has also proposed an annual revenue requirement of Rs 9,515.79 crore as against Rs 6,950.64 crore approved by the commission in 2012-13.

Pointing out non-payment of dues by discoms, the Gridco told the OERC that provisional outstanding dues against the discoms have reached a staggering Rs 4,776.92 crore which has ruined it financially.

Power generating company Odisha Hydro Power Corporation, also a state government undertaking, requested the OERC to reduce average tariff by over 1% for hydro power stations in the next fiscal. During 2013-14, OHPC proposes to sell an estimated energy of 5,619.24 MU at an average tariff of 69.77 paise per unit. In 2012-13, the same unit supply was approved by the commission at an average tariff of 70.62 paise.

The OERC will hear the representations from all stake-holders, including distribution companies, in the next few days before taking a decision to be effective from April 1.
