Indian PAT Scheme likely to be notified by 30 September

According to reports, Mr. S. Garnaik, Chief Economist, Bureau of Energy Efficiency (BEE) stated that the notification for implementation of the Perform Achieve and Trade Scheme will come out latest by 30 September 2011. The draft notification is currently with the Ministry of Law and Justice and has already been cleared by the Ministry of Power. Mr. Garnaik was speaking at Capacity Building Program for PAT Mechanism, organized by Power Exchange India Limited (PXIL), BEE and Center for Clean Air Policy (CCAP) USA.

Mr. Garnaik said that as of now PAT Scheme covers 477 Designated Consumers (DCs) and that the PAT operational doc to be placed in the public domain within a month’s time for public input. Mr. Garnaik also informed that Baseline Energy Audit for various DCs is ongoing and is to be completed by Nov-Dec 2011. The audit will then be reviewed by sectoral experts.

Mr.Saurabh Diddi, Economist, BEE said that the 477 DCs consume 164 MTOE and that the PAT Scheme aims saving 6.6 MTOE by the end of first PAT cycle. Providing clarifications to industry representatives he said that the validity of Energy Saving Certificates will be for 2 PAT cycles. He also stated that the floor price for ESCerts will be near to 1/3 of market value of equivalent oil.
